Oops, I was channeling Jon Carry there for a moment.

OK if the filename is WGANotify.settings, It is not anywhere on my hard drive.

If you delete the file does it come back?  I regularly clean out my temp
directories, so I couldn't say with 100% confidence that this file has
never been on my hard drive, unless you tell me if its deleted it
reappears.
