As for the Policy thing, Thom said right from the beginning he was not in favour of the way it was. No suprise there at all. As for sowing dissention, sorry, he is not doing any such thing. He was simply discussing things with a group that advocates it. I personally think they should. That region is much too big, and it SHOULD be a disctinct zone.
