Well, babies don't go INTO cages until they're grown, and they grow into
adult size pretty quickly. So a cage that's safe for an adult will be
fine for a younger bird too. You would only have to lower the perches
closer to the grate until you are sure the baby can climb well and perch
securely (makes the fall shorter if he/she doesn't hold on well at
first).

I say I'm glad to hear that you don't want to wean a baby bird yourself!
I think you'll do just fine with one cage purchased specifically for a
bird you have picked out in advance. When you're ready to purchase, find
your breeder, visit your baby a few times during the weaning process,
and get to know the bird a bit. It makes picking out toys/cages easier.
