You're not quite right. Both of these ports are 8042's. The CPU
communicates with the keyboard exclusively thru 8042 on ATs.

8042 just passes those bytes down to keyboard's internal 8048 (thru the
serial cable).
CH> whilst you access port 64 to control A20, reset, PS/2 mouse etc.
Some of the commands written to port 64h has parameter byte which is
written to _port_60h_.
