You can't use the OS/2 header files that come with Watcom V10 to compile
16bit OS/2 programs.  You must use the header files from MSC 6 or the
Toolkit 1.3 (which is on the devcon cdrom).

That is why I have set the include var like this:

 set include=%WATCOM%\h;d:\usr\msc\v60\inc;

Note that \watcom\h\os2 is not even listed...since those are for 32bit only.
