 I would imagine, not too good. Assuming these objects are ETs, I see the 
following problems:
       1)  It seem that are not interested in communicating.  It is far 
easier for them to do than for us, and as far as I know this event has not 
happened yet.
       2)  They are extremely difficult to find.  Sighting last for short 
periods of time, typical well too short to moving in the required equipment. 
Perhaps government installation such as that held by NORAD or NSA 
(specialists in tracking objects and communication) would stand a better 
chance.
       3)  We do not even know in principle how to do this.  Should we use 
english?  How do we code it to transport it using EM waves? another 
decryption require of the U.F.O part.  I do not give much of a chance for 
small civilian organisation.
However all is not lost.  Some proposed automated surveillance system 
designed to look out for these objects (located in remote area with a large 
field of vision) could be design to send out EM signal if a sighting occurs 
(perhaps after confirming its not an airlines, say from gamma radiation or 
some characterist which put these objects in a class of their own).
