Off the cuff, I'd suppose that CSI's are a general category of police
investigation specialist, while NCIS is a service providing criminal
investigation services strictly within the Navy.

CSI's are part of an overall forensics investigation team (so,perhaps
the NCIS would employ CSIs?)

My thinking is the NCIS isn't about hardcore forensics investigations so
much as routine/mundane investigations that may or may not, upon
determination, actually BE "criminal" in nature.
