Only very vaguely sounds familiar.  Might be thinking of someone else,
though.

Not familiar with the BMLV.  If they'd shimmer like heat-induced
mirages, I might buy the over-the-horizon reflection dealy.  I'd lean
more towards piezo-induced plasma balls as the Joplin Spook Light
(Missouri) is purported to be.
