Under Part X of the General Postal Services Terms and Conditions, a postal
item is automatically covered up to a value of $75. You can only insure it
if its value exceeds $75.  



Of course, this is not to say that some postal clerk unfamiliar with the
relevant Terms and Conditions won't take your money for insurance where it
is under $75 in value. It would however be rare.
