At the time, 3 senators were present on the floor.  A "NO" vote from any
one of them, including Dole, would have killed the Brady Bill.  Dole voted
"YES" to the Brady Bill.  
At the time, anti-gunners were in the majority in the senate.  They still
are.  They are still in majority in the house, too.
