Sounds like you have installed one of the basic versions as I have Win 7
Ultimate X64 and that has a dos command facility - not that I really use it 
but
wanted to create a pathway to a mainframe and it was easier to do that way.

Although it is a lot easier using Linux (which does have a dosbox environment)
and it is free..
