Tobruk uses the Squish MSGAPI (which incidentally does not necessarily
restrict it to FTS-1 *.MSG and Squish formats).  Currently I only know of
MS-DOS, OS/2 and Windows 3.x ports of the MSGAPI code, but it should be
theoretically possible to port MSGAPI to other platforms.
