If you're serious, I could do it this summer (after finals). It's not all
that HARD to do (hey, it's a dumb full screen editor with pull down menus
that calls gcc with various command lines and switches, and has data files
to contain options and lists of programs. It tests files for their dates,
and reads them for #include lines to test more dates. Fairly easy. The
hardest part's taking gcc's error output and trying to parse it so you can
jump straight to the line in question when you hit return on the error
line.
The problem is it's time consuming. (And if you want syntax highlighting,
it's VERY time consuming...)
But anybody could do this, really...
