This is not addressed to you specifically Jean, but I would like to see one 
document from USR/3Com that would state which modems (by model number) were 
possible to upgrade, what the cost would be (if any) for that model, and what 
the procedure was to get that upgrade.

Absolutely!  IMHO, what folks were promised they should be able to obtain 
without excessive hassle.  That it will cost some to upgrade is a known.
But what are the exact rules.
