It is an older format that evolved into ISO 9660.  The new standard for
this stuff, ISO 13490/ECMA-168, should be in force sooner or later, having
been in draft since 1992 -- if ISO gets it done before all of the hardware
is obsolete.

ISO 9660 puts data onto media never intended to be randomly accessed, which
is a serious problem that should have been remedied many years ago.
