Of course! Since the test is in the program itself (you're testing argv[0])
the program is always running when it tries to open the .EXE, so it will
always fail and gives no information. Furthermore, the fact the program
runs implicates the file is locked, but the fact the file is locked doesn't
implicate the program is running. Two major flaws in your logic.
