If you think what all R50 sysops know English - you are blundering! :-)
This is one of reasons what we need own Zone (revision Policy for revoke
"official language is English", even in Local Zone Policy)...

I want to legalize exist state (many languages with equal rights).

Russia have 11 time-zones (without Kaliningrad on R47 - 10), so one ZMH for
all insufficiently. This is a same problem - to revoke Policy "unique
ZMH for Zone" or replace it for "work time of node" or
"unique MH for even node" (discussible).
