How far away from the scanner is the repeater?
A couple of thoughts, buy the guy a scanner with a different IF frequency
(you are hearing the local oscillator) or move the repeater a block or so. I
have used the local oscillator of a programmable scanner to tune up or check
out VHF receivers...
