What does Delphi 1 have to do with Windows 95? Your original question if
I recall was, how can you develop for Windows 3.1 and Win95/NT with
Delphi. The answer still is, Write Delphi 1 apps in Windows 3.1. Delphi
1 has and still does run under Win 3.1/95 and NT. As well as most of the
compiled executables. Then you can port to Win95/NT by using Delphi 2 or
3. And yes, you are correct, you need Win95 for that. Could you expect
any differently?

Again, of course. Would would you expect? If you planned to do serious
development for both environments, you have to have the ability to
compile and test in 16 and 32 bit. I don't see how you will ever get
around that. What am I missing here, or did I get my conversations
confused :)
