   I think this is where many of the arguments go stray. What the
academies, where they exist, do, is not telling people "this is how it
should be done" but rather "this is how it's being done today, if
you want error free communication, this is the preferred way to go, else
you're on your own".

   They do not *set* the standard, they *document* already existing
standards. Very much like the FTSC... :)
