why would he do that? he is trying to point out that %RESCANs should work
on subscribed and unsubscribed areas... he is saying that the tosser's
areafix response should not tell him he is already subscribed to a rescan
area... just perform the rescan as requested... the proposal has nothing to
do with the tosser's response in this case ;)
