Private industry managed the production miracles, didn't they?
The government was the customer.

The manhattan project was an engineering problem. They knew fission was
possible. Heck, they tested the plutonium design becaue they weren't sure it
would work. They knew (ok, high degree of certainty) the U-235 bomb would
function as designed. Still, it was a highly focused project with a nice
measurable goal.

I doubt that's the case with global warming.
