If by this you mean it can't be used in a VIO window on the desktop --
it can.  Have several programs, both 16-bit and 32-bit, that do so.
Give it a try.

That'll work, too (calls KbdCharIn() under the covers in the runttime),
and is probably a better idea for all but the smallest of utilities as
it's more portable.
