It's not Borland C per-se. The real problem is that none of the
developers of C compilers have really looked at VB. The quick look
they do have wouldn't show it's real power. This is where they all
fuck up.

Because VB already has everything loaded. All it needs to do is to
start interpreting what is already in RAM.

I've already explained why the run-time is instantaneous. The reason
for the 20-second delay with the pseudo EXE creation process is
because is needs to turn everything into tokens for the interpreter
and it then needs to append it to some startup code which loads the
VBRUNx00.DLL which actually runs it.

True. Sometimes it can be like that. Then there are times when it
isn't anywhere as easy. The worst of all is when you have spent a
few days writing something really tricky and at the end it works but
you don't know how the fuck it does it. This actually happens more
often than you would imagine.
