A lot of the reduction in CO2 emissions will have to be performed by the state sector. Possibilities - solar panels and windmills on schools, offices and barracks. Double glassing and reflective windows to reduce the heat entering buildings - reducing air conditioning. Turn off displays, photocopiers and computers when not being used. Slower computers use less energy and do not need cooling fans making them quieter. Other than playing games and DVD movies most computers do not perform CPU intensive tasks for more than a few minutes a day, so can a low power one be used? Particularly in the clerical and managerial parts of organisations. Machines like DVD players and TVs have a standby feature which is used at night and when the family is at work/school. This is run from the mains frequently via the normal transformer. Inferred detectors and digital watch like timers do not need much power so small rechargeable batteries (or capacitors) can run the standby circuits and the mains switched off.
