Well, I will try to tell you this topic at russian samles...
First, you must have access to I-net :-)
Second, you must download mail program for I-Net (Almost all nodes in our 
region prefer Bink-D)
Configurate it...
Get a link with someone from FidoNet (R) (distanse is not critical - all 
calls will be at your town), who using IP to transfer mail.
Refer the docs...
