Answer to mike:  I'm not sure, but the government is looking for ways to
tax or control the net.  They managedto use an old law to get revenue
from alternate mail services. It may be difficult or impossible to get
revenue from net or international net e-mail, but that does'nt stop them
from trying. Mike, since this is getting slightly off topic, you can
pursue this further with me at harold.eddens@slug.org but, Unfortunately
I dont have the original article and It's legal implications. H.E.
