Then why bother mentioning ZMH or technical compliance (ie. FTS1) in Policy
if not to allow for universal communication with all nodes?  I could run an
EMSI-only mailer (or carrier pigeon or something) at whatever odd times I
please, and just say that I don't wish to communicate with FTS1 nodes for
whatever bullshit reason.

Does the lack of a statement that communication is required with everybody
trump the actual existing statement that all must be FTS1 compliant and
operational during ZMH?
