Texas is now requiring ALL students to pass Algebra I in order to get
their diploma. This change went into affect a year or two ago. They also
have a state test which the students must pass. Last I heard, there was
an enormous discrepancy between the percentage of students who were
passing their Algebra I course and the percentage who were able to pass
the state Algebra I exam. I believe that less than 50% were passing the
state mandated test.
