I don't think so,

for all DosReadQueue and DosPeekQueue requests to *one* queue you have
to use the same event semaphore handle.

The first time you use the 'hsem' parameter to DosReadQueue, this
handle is remembered by the system and exactly this semaphore will get
posted when something is written to this queue.
