I can't find those numbers in my electronic motorola catalogue (it's dated
'93 and your mystery chip looks to have been made in 8915 (late march 1989)

Given that it wasn't for sale to the public then, you've got zero chance of
sourcing one now. I'd guess that It's some sort of mask-programmed
microcontroller.  IOW a custom chip

You may be able to replace the whole device with a pre-programmed generic
remote controi. (you punch in different code depending on the make/model of
the device(s you want to control).
