The _keyboard_ is port $60
The _8042 keyboard controller_ is port $64
Which one you write to depends on what keyboard-related function you want... 
for example, you access port 60 to control the K/B LED's, repeat rates, etc 
whilst you access port 64 to control A20, reset, PS/2 mouse etc.
