I think I found a clue why binkp thinks the config changed when DST changes:

Are you running binkd of a FAT file system by any chance?
If so, you will have to live with this issue, or convert your filesytem to
NTFS.

Btw: I wonder if Ulrich is creating the Z2 point list on a FAT file system? ;)
