Mini minor? - unfortunately NASA cannot afford to build a big spacestation.

Is a spacestation at L1 a good idea? - Yes.  EML1 is the natural 
crossroads in space.  This makes the EML1 spacestation a good place to 
change spacecraft.

Earth entry spaceships need a point on the front to push through the 
atmosphere when launched plus a heat shield and parachutes for re-entry. 
  None of these are needed on the Moon and they are the wrong size for 
Mars.  Lunar landers and Mars Transfer Vehicles can be repaired, 
refuelled and have air tanks refilled at the EML1 Gateway spacestation. 
  Like a good motel on Earth spaceships can be parked at the 
spacestation when they are not being used.  Its station-keeping motor 
can be used to prevent the docked spacecraft from say being blow away by 
the solar wind.
