That is a false interpretation of policy. In this network's policy, the
latter definition, of simply a system connected to a network, was always
intended for the word "node". It seems that you have built a
policy upon false assumptions, due to a faulty translation.

There are often several different meanings for a word in the English
language. A non-English speaking person must be careful to get the meaning
right when translating to their native language. Misunderstandings like
this one have caused many problems in this network, and even friction
between zones. The real shame of it is that some people in authority in
your current zone who know better have not done anything to correct the
false interpretations, due mainly to political agendas.
