I think your best bet may be to set Xn to 0 or 1 with the command ATX0 or 
ATX1.  This will cause the modem to "blind dial", that is dial without seeing 
a dial tone.  Be advised that you may also need to add commas to the dialing 
string to add delay (each comma delays for 2 seconds).
