Upon further inspection, I see that the PrfXXX functions are in the same
DLLs as many of the PM functions.  I didn't realise this was the case
originally.  I presumed that they were in a totally separate DLL.

I agree also that they shouldn't be part of the PM subsystem, but I didn't
realise (or think it through) that they are in the same DLLs as much of the
PM functions.
