FREQ MSGAPI38.* from 3:711/934.  MSQ305.ZIP uses this version of
MSGAPI, and the whole lot compiles on EMX 0.9a, CSET++/2, 
BCOS2 1.5, Watcom C++ 10.0b.  You can't ask for much more than
