They can. But exclude Germany other countries have inadequate count of
sysops for own zone. Germany have Zone2 (if Russia will remove from it),
and can change language on it :-) (if they will want it).

No, this is unofficial in FIDO! Policy (4.07) prohibit it, for change

Has this translation offical status? This translation approve by ZC and
other *Cs in Zone? If "no" - this is analogue our translation to
Russian, with mistakes and errors.
