Here is the situation =as I understand it= which means parts of this not be 
correct:
* Echoes must be periodically renewed or they are cancelled (there is a 3
  month grace period and I believe 2 months of that are gone).
* Dave Tracewell is listed as the moderator for SCOUTING and SCOUTER echoes.
* I've been trying to send him a message using the number in the nodelist
  for 2 months but nothing answers.
* Don Bach is actively working to get things under control.
 AA > I am an active Troop Scouter, as well as a Service Scouter and Scout 
 AA > Trainer.  Do you think I qualify?
As a lurker and tag-along on campouts it's not my place to say who qualifies 
but those credentials sound pretty impressive.
