COLORADO: On Tuesday, 2/10, SB 164 was thwarted in the Senate
Judiciary on a 4-4 vote. SB 164 would have essentially banned
all private sales of semi-automatic firearms. We will keep you
posted on any further action. Also, HB 1260, Representative
Salaz's (R-47) Uniform Firearm Law Enforcement Act (see details
in fax alert vol. 5 no. 5) was reported out of the House State
Veterans & Military Affairs Committee on a 7-3 vote. It now
moves to the full House for consideration. Please contact your
State Representatives at (303) 866-2904 and encourage them to
support HB 1260.
FLORIDA: CRC-167, the proposed constitutional amendment that
would gut the existing state preemption law and allow counties to
implement waiting periods and background checks for the purchase
of any firearm, was given initial approval by the Constitutional
Revision Commission by a 20-8 margin. The proposal is now set
for formal drafting of a constitutional amendment and will be
voted on once again by the Commission. The next vote will require
at least 22 votes in favor of the measure to place it on the
November ballot. Please contact the Commission members and urge
them to oppose CRC-167. If you need a list of Commission

OHIO: The Sunday hunting bill (SB 103), which was reported
favorably out of the House Agriculture and Natural Resources
committee last week 15-1, passed the full House yesterday 91-6.
It now goes back to the Senate for expected concurrence.
UTAH: Despite its sponsor's admitting, "There is zero evidence
that we have a problem here that needs to be solved," according
to the 2/4/98 edition of the Deseret News, the Senate Judiciary
Committee will soon consider SB 57, which prohibits a carry
permit holder from carrying a handgun in church and on private
property without the explicit permission of the owner.
Additionally, most carrying on school property would also be
banned. State law already prohibits the carrying of firearms on
school premises, unless you are a licensed right to carry permit
holder. Also, churches have the authority under Utah trespass
laws to post a prohibition on carrying firearms, and the same
holds true for private property owners. So what's the problem?
Please call your State Senators at 801/538-1035 and leave a
message urging them to oppose SB 57.
