Actually, the ones that were called the "cop killer" bullets were
Black Rhinos.  Part of the problem is that word of the Black Rhinos
appeared around the same time as the media was hacking after the Black
Talons, hence the confusion.  The Black Rhinos were supposed to  have
titanium bullets coated with teflon to penetrate ballistic vests.  It
turned out to be a complete hoax.  The person who 'designed and
manufactured' the bullets was an anti-gunner who got caught with his
pants down.  He was asked to demonstrate his claims (I saw brief
coverage of this on CNN a couple of years back) and his house of cards
came tumbling down when he could not show it was a manufacturable
bullet.  The reason there was no test on the bullets to assuage the
police is that bullets of this type to be manufactured did not exist. 
How can one prove a negative?
