 He or should we say SHE is just doing the normal maturing a parakket would 
be. Females cere (the area around the nose) normally changes from blue to 
brown when the reach breeding age. The darker the color, the closer to 
breeding time they are. If the others one cere is not changing it is probably 
a male......   Have fun.
