Oh the immaturity of youth! Every weapon can be both offensive and defensive. 
It depends upon the person in control of the tool at the time. Batons in use 
in Law enforcement are considered part of the officer defensive capability as 
is the sidearm and chemical weapon.
Any Tool is just that, a tool.  No more no less.
LE is generally considered by society to be ok with such tools and civilians 
generally with permit or rerasonable cause are also prmitted same tools.
