No, the modem upgrade policy only applies to the modems listed in the blurb
which I received from USR.  I specifically looked for, and purchased, an
old Courier HST for $50, which I already knew was acceptable.

You MUST have one of the following modems, neither 14400 or 28800
Sportsters are of any use here.  As you can see, it's the same as their
Sysop price, about half US retail.  Including the cost of my trade-in, I
expect to end up paying around A$500, and another $75 or so sales tax if
customs catch me (which they doubtless will).  BTW, I didn't keep a capture
of the connect with USR in Illinois the other day (V.34 28800 both ways,
with no retrains, incidentally!), but I seem to recall that Amex was an
option, although I simply used my Mastercard, which has always worked well
for me.
