Dunno about NSW, but up here it's illegal to do that (as one local station
found to their dismay a couple of years ago).

The short story is that they can't (or shouldn't).  There is a pub on the
Cunningham Hwy at Goodna, and it has an immense rotating Carlton sign on
its roof.  That stretch of road is notorious for radar traps, and until
recently, it was an acknowledged fact that if the sign was rotating, there
were no traps about, but if there were, the publican would turn of the
sign's motor.  Took the coppers ages to suss that one out too.  |-)
