I'm not sure I understand your question.

It uses timed.cfg.  1.11 is based on the UNIX port of timEd, which is
based on Gerard van Essen's release of the GPLed source code.  Much of
Gerard's code had to be heavily reworked to work in UNIX.  A few parts,
like the V7 nodelist reading code, has to be rewritten from scratch, due
to it using code that is not Open Source (like the Mix C Database
Toolchest).
