  As far as I know, this has never been tested. The police insist that
it is an offence, but I don't know how they could prove it, or what
you would be charged with - Flashing lights without a licence? Wilful
warning? Acting in a way conducive to a human being?

  It's fairly easy to bluff an individual with an untested law, but
the Media find it fairly easy to hire a barrister.
