ROTF! I used to like a menu system, but am quite familiar on this

Only if they don't have their permissions set properly. There should
 be administrative, sysop, preferred, idiot, twit... From there, they
 can easily twit someone, and they would be on probationary
 status. You can also restrict certain users as Read Only for echoes
 specifically.
