A substantial number of them are so close to unemployable that they are being trained there at government expense as an alternative to the dole queue. Dave isnt even talking about Win anyway, he is mostly just howling about the use of a mouse in an app where it makes more sense to train the users properly so they dont fart around with the mouse when the keyboard is what they are using.
